Aloni? with every citizen who has the least interest in the wellbeiug of Hartford, every doctor has for a long time been turning over in his mind the gruesome facts that stare from every health report, city or state, that meet one in his daily rounds, all pointing to something or many things very seriously wrong in the sanitary conditions of the city of Hartford. It is not necessary to remind the peoplo what hese facts are.

Everyone is acquainted with the ungodly figures that have given Hartford such an unpleasant notoriety for the last eight months, and that make some strangers put this city down as a bad place to live in. There have been complaints all winter because The Covrakt has refused to hide the facts, and many have expressed the belief that it would be a great deal better to keep quiet and trust that things would mend themselves than to have people write that thev did not want to visit Hartford, because "there was so much sickness here, and some person, with a comfortable amount of property, threaten to move out of town because she was afraid of her children. But the facts have been published and good has ctmeof the agitation. The health board has increased its equipment and doubled its activity. temporary ward for the care of patien's afflicted with contagious diseases has been built, and a permanent, well equipped building will be erected before lon, nearly suffic ient funds having already been subscribed.

And now for a long time the doctors been putting their heads together and the resuit of their investigation is printed below. It brings out new points and emphasizes others whose largo importance is not generally realized. The estimates on the point of economy are particularly interesting. They are nroluililv over, rather than umler, the truth. "They are based only on the immediate sources of loss in cases of sickness and do not take cognizance of the remoter but farther reaching effects that come from a citv's reputation for unsanitary conditions.

Second -The sanitary trrors in the' construction of the sewers are the causes of incalculable mischief.

These -sewers are in part too shallow, in part with a wroni? or insuMciuiit grade- and, again, illy constructed, so that the streets are imperfectly drained, and in many casei the cellars of bouses are rilled with sewage and thus rendered unfit for habitation. Third The use of tile drains iu the collars of houses is a mot dangerous practice, and nu efficient cause of ill health. In the same class of dwellings, principally tenement houses, the plumbing is very imperfect, especially in making connection with the tile sewers, which condition allows the free escape of the noxious sewer gases, where all are compelled 10 breathe them iu their most concentrated form, without any proper dilution wii atmospheric aijKourth-Tho infrequent cleansing of the streets, and removal of filth material, are causes of disease. All are. or should be.

aware of the fact that thn dust of our streets is a frequent source of infection. Fifth -The failure of physicians to report their cases of contagious diseases to the proper authorities. Sixth -The failure of our citizens to assist the physicians and the board of health in carrying out norongh isolation, is, in our opinion, a' in st powerful factor in the spread and continuance of epidomic diseate. Thirc That the ordinance which applies to the construction of new buildings, and the rule of the board of health relating thereto, be extended to ail houses and building tm City.

The authorities should al io provide a prorier ambulance for the transportation of those ill with contagious diseases. Kcth -As to isolation all members of the lousehold should be kept away from public places as mnch as possible, and no child should be allowed to attend day school. Sunday school.
